15 HP Mercury Tilt Problems

I put the motor in forward and try to tilt the motor up and it will not tilt. This is a 2004, 2 stroke, 15HP Merc. It has been tilting just fine up until last week. What needs to be done to get it to tilt again.
 
Did you follow the manuals instructions on trailering it? They are easy to overstress if not properly supported in the tilted position, esp hitting bumps.
 
I always trailer it with the lower unit down, not on a higher tilt setting. I took the motor off the boat and did see two teeth broken off of the tilt bracket. I have ordered tilt bracket replacement parts. I am not sure this was the problem, but it looked like it could be the cause.
 
Ok good, I figured that was the case but simple to complex, you know the routine...sounds like you found it, if not, needed to be replaced anyway.
