15 johnson hard to start after running and stopping

I have a 95 15 hp outboard pull start it will crank when you first start out after I run the motor for any time and cut it off or when you go back to a slow idle it will cut off and most of the time want crank after it sets for a few it will start back it always runs great at a high speed I have had the carb off 3 times and everything looks good if anyone else has had any trouble like this please help Thanks, Motorboat

Have you checked spark when it stalls, maybe you have an ignition component overheating and causing a loss of spark.
