1960 3 HP Lightwin Carburetor needle sticking

I've tried cleaning the needle valve hole, twisting the rubber tipped needle valve with emery paper...still sticks. Is there anything else I could do? Could I replace the rubber tipped valve with a steel tipped valve? Is there something particular I could do to clean the hole? Did they originally come with a rubber tipped needle valve?
 
Well, the float is correct, but that's twice now I've had a "spring" mentioned to pull the needle down. But there is no spring and none shown in the 1960 3034 parts diagram. If I got the kit (comes with a spring) from marineengine.com would it even fit properly (since the parts diagram shows none)?

In more researching I found a suggestion to clean the port with metal cleaner. I took the port out, cleaned it several times with metal cleaner...and it worked. Needle now moves freely. Now I just have to figure out why it won't start, it started easy enough before, it just ran out of gas in the float bowl cause the needle was sticking.
