1971 merc 7.5 Thunderbolt wont bogging at high throttle in forward only..

Hello all, new here so bear with me... I picked up a 14 ft aluminum v hull, has a 7.5 merc. thunderbolt, 1971 model. I took it out for a run to the local lake to check out the performance today. starts great , easy. Felt a bit underpowered for what i was expecting. when i would rev the throttle to full in forward, it seems to hold back. wont quite get to plane. that said, im a big guy 300lbs. However, by mere chance i happen to notice in neutral, it revs MUCH higher, so i tried reverse.... same, it revs MUCH higher.... like 2 times the rpms. Also in forward, it feels like its holding back... i cant really explain it, but its like it fires better at times, but never gives full power in forward. also, it will idle , slow enough to troll, never dies, but absolutely seems to drop one plug at an idle, after i get the rpms back up a little it hits fine on both plugs, but still isnt right in forward. that all said, the thing ran plenty good for 4, almost 5 hours without a serious problem, just the lack of forward go..... hoping to get pointed in the right direction.:confused::confused::confused:
 
Sounds like the motor/ boat combination is seriously underpowered.

Reving up in reverse is possible due to cavitation alone.
