1974 85hp Johnson starting issues

Hi. I picked up a Boston whaler with the above noted motor. The boat has been sitting for 10 years at least. Cleaned out the engine area, changed the plugs, Fresh battery, fresh fuel, new primer bulb and gas tank. The motor turns over when I give a little starter fluid in the carbs, but it seems it's being starved of fuel. There is good fuel pressure leading into the fuel pump but I feel like the pump has failed. Given the length of time it's been sitting, could the fuel have gone bad? Any other thoughts? There is nice compression in all 4 cylinders with minor variations. I'm a newbie to the site, any help would be greatly appreciated. Thank you! Chris
 
fuel tank should dumped and cleaned.all new fuel lines installed.carbs removed and cleaned.if its a 2 stroke starter fluid is not good for engine.it has no lubricating properties!
