1976 Johnson 115 V4 no fuel

So I rebuilt the both carbs on my Johnson 1976 115 v4 and now I have no fuel spraying into the motor. Both carburetors have full fuel bowls and fuel is making its way to the carbs. Motor ran before, also it will start with starting fluid then die after. This is my first attempt at rebuilding carburetor. I'm not sure if I missed something. Is there an obvious mistake from know it wont spray the fuel out. Also is their any type of guide out there for rebuilding these carburetors. Any help would be greatly appreciated.
 
"Spray fuel". Don't know exactly what you are expecting, but that doesn't sound reasonable. So, the float bowls are full of fuel, right? The only things between there and the venturis are the main metering jets (high speed orifice plugs). It would seem strange if all four are plugged up---or are they? Were the carbs full of rotten gas and that was the reason you tore into them?
 
Did you clean the main jets in the float bowl? They are located behind what might look like a drain plug. They have to be meticulously cleaned to the original orifice size, or motor will starve for fuel at higher speeds, or under load.
