1983 Mercury 40hp - need help getting my LU back on

I just got this motor and pulled the lower unit to replace the impeller. I had the motor in neutral when I dropped it. I didn't have the controls hooked up to the motor when I dropped it and the top end has since changed positions by itself. When I go to put the LU back on, I get about an inch short and wiggle the drive shaft and it slips in to about 5/8" short and stops hard. I'm assuming the shift rod is not aligned. I don't know how to set it so that the top end is in neutral. How do I set this thing so I can get it back on? Thanks.

I found the problem. The little piece of plastic with two wings and two holes was sitting in the grass. The part that aligns the shift rod. I didn't notice that it fell off, or even existed in the first place. So I have it all together, but I think it's off a tooth. It doesn't want to hold neutral and has no detent. So I'll try again.
