1986 Johnson 70 ELCDC cooling water flow issue? or maybe not?

Howdy folks, first this is a new motor to me. the boat license skipped from 2005 to 2012 so i am assuming it had a 7 year sit and stiffen up time. the motor runs in the driveway on the muffs but no water is coming out of the through hub?
I have, replaced the water pump and housing, RE-Removed the lower unit....(to figure out why no water is coming out of the through prop) I have removed the thermostat and verified that good water pump pressure is coming up the inner water jackets, and then down through the outer water jackets and to the pisser... BUT then i would expect cooling water to flow into the Downpipe and mix in with exhaust gases... it never does its like it gets stopped at the bottom of the block in the outer water jackets? any ideas?

if no water is coming out of the pee hole with the motor running on muffs maybe it might be blocked try to blow it with an air hose low pressure i had the same problem sometimes its hard to tell if water is coming out of the exhaust because water is pissing out of the sides of the muffs and going all over the place
 
there is definitely no blockage to the pee hole..it shoots like a laser and cuts a hole in the dirt... there is not water coming out of the center of the prop...
