1989 40 HP ELPTO Carb Tuning

I have a 1989 40 HP 2 carb 4 cylinder tiller. It was idling rich and fouling plugs if I idled it too long/tried to troll slow. Idle mixture screws were about 1.5 turns out each which seems right to me but I don't have the manual for this motor.

What is the starting point to adjust the carbs on these? I was going to take the same approach I do with most engines of this type.

One turn out
turn out until it misses/bogs
turn in until it misses/bogs
back out halfway between the two when you can hear the rpms about max


This is my first outboard so please let me know if I'm on point or not.

I have read that you should have the engine hot and in forward when doing this or at least when you make the final fine tune adjustments.

Tie boat to something (or leave on trailer) so it can't move. Warm thoroughly. Put motor in gear and idle down to around 1,000 rpm. Adjust each carb until you get the highest rpm--take your time, letting each adjustment settle out for a few seconds. Then add 1/2 turn OUT to both adjustments.

what's the point of 1/2 turn out to both at the end? It was fouling plugs at idle before set to 1.5 out the way I found it. I tuned it and found the ideal setting about 1.25 out, half a turn out from there would be richer than where I started.

Not questioning, trying to learn as this is my first 2 stroke outboard.
