1990 60 HP Evinrude unsure of water, leak?

Due to surgery and recovery the boat has been sitting in the barn for a year and a half. Got it cleaned up, put some water to it and started. Noticed water coming out in a place that didn't look right. I'm old and senile and can't remember if this was normal or not, so I figured I better check. The flow seems to be most when engine is straight and mostly stops when I turn it. At first I thought it was a bad gasket on that plate, but seems to be coming from the center area behind it. Water outlined in red, arrow pointing to where it's coming from.
