In all of my 30+ years in the trade, the only bolts that had a definite torque stated were related to the powerhead and PTT a$$embly. I a$$umed that all others were not mentioned EXCEPT by the size of the bolts threaded shank was due to dirty threads, salt corrosion, etc. Through the course of my time with OMC, all bolts that did not a have a specific torque value.... I simply tightened and never had one come loose.
The torque values for the various size threaded shank bolts are as follows. You will need to apply the noted values to your specified bolts ie 1/4x20, 5/16x18, etc.
#6 = 7-10 inch lbs
#8 = 15-22 inch lbs
#10 = 25-35 inch lbs - - - 2-3 foot lbs
#12 = 35-40 inch lbs - - - 3-4 foot lbs
1/4" = 60-80 inch lbs - - - 5-7 foot lbs
5/16"= 120-140- inch lbs - - - 10-12 foot lbs
3/8" == 220-240 inch lbs - - - 18-20 foot lbs
7/16" = 340-360 inch lbs - - - 28-30 foot lbs
