1992 Evinrude 15hp Revving issue

Hello! Super new to boat engine repair and just getting started . Any advice would be greatly appreciated.
I got this motor from a guy it was sitting for 10 years .
First I took carb off and cleaned it, replaced broken cam follower put it back together and got it to idle great but not revving to high rpms.
I took the throttle assembly apart and put it back together. ( throttle cable has a nick in the outer wire that is wrapped around the throttle cable under insulation. ) didn’t appear to be affecting it.


Theories:
I don’t have a gas line connector for a tank. Just have hose stuck in milk jug full of mix.

Float?

Idle knob on the end of the tiller?

Timing ?

Sounds like it is running on 1 cylinder.-----Post compression values here.----Does spark jump a gap of 3/8" on both leads?-----Could be a broken reed valve as well.-----Fuel pump diaphragm could be leaking.-----Carburetor may need cleaning.-----Motor needs to be in forward gear to get full throttle speed.

Welcome. You did good to get that throttle assembly apart and back together they are kind of tricky. The cables are expensive as well. Are you physically seeing full advancement of the stator and opening the carburetor with the cam follower to full throttle when shift lever is in forward position? Are you getting a good water flow indication from the telltale? Is there grease in the lower unit?
