1992 Evinrude 25 HP TE25ELENS Starting Issue.

Hi folks.
New to the thread.
Here is what I got.
25 HP Electric Start Evinrude on 12' Pontoon.
Boat has been setting for 10 years in Florida.
New spark plugs.
New non-E fuel.
Cranks fine.
Engine fires one time everytime I try to start it, and starter kicks out.

Here is what I know.
Got good fire at plugs.
Fuel in cylinders.
Got BAD fuel primer choke (have to order a new one).
Fuel tank pumps up ok, I think. Pump until it gets hard. Go back in five minutes, still hard.
I have a carb kit, which I will/can put in.
I put fuel in the cylinders, fires one time and kicks out.
Hold hand over carb throat, fires one time and kicks out.
Tried starting fluid both locations. same result.

Any help on what I can try would be great.

When it is cranking, throws out major bubbles in the water. That would tell me the exhaust is clear, right?
I will have to read up on the timing. It wasn't cranking hard before it started hitting every time I tried to start it. But, that probably doesn't tell me if the timing is right.
 
How did you determine that the primer valve is bad ?
Wires were disconnected by the previous owner, and when I was reconnecting it I seen the plastic filler on the business end had melted and ran out of the solenoid. So I am assuming it is bad. I have a new one ordered and will be here by the end of the week.

With what I have read, It should run without it, but may be hard to start. My understanding is after it warms up, the motor doesn't use it. Runs straight off the fuel pump.

This is what is odd to me. When I first tried to start it, the motor would crank like it should, but not fire. Once I got the fuel lines pumped up and tight as I think it needs to be, it started this. It instantly fires once and kicks the bendix out. It done that trying to start it on its own, starting fluid in the carb, starting fluid in each cylinder. It does the same thing.

When I pulled the plugs, they were wet with fuel. Not sopping wet, just enough you could tell it was getting fuel. I didn't think so, but maybe flooding?

This morning I am going to try putting gas in each cylinder and see if it does the same thing.

I just pulled the upper plug and checked for fire, but I never checked the lower plug, so I will check it. It only has one coil so I assumed it was OK.

If that doesn't change anything, I will pull the carb and rebuild it. Looks like it will take more work to get the carb off than it will to rebuild it.

Looking for any advice.

If I can get it to do something different, it might give me a direction to go.
