1995 Evinrude 25HP erratic start issues.

Hello, I'm having issues with my electric start. I take the boat out and put it in the water and push the button to start it and nothing happens, just a little bit of a win noise is all. so I end up starting it with a rope on the flywheel. through out the day i keep trying it and some times it will start and other times it wont. it has done this to me the last 3 times I have gone out now. I bring it back home and start to troubleshoot it but I can't get it to not start at home, I hook up the muffs and push the button and it starts ever time. I have replaced all the wiring from the battery to the starter and cleaned everything else. I have tested the solenoid and starter and they seam to be good. so I put it all back to gather go to the lake and it does not work. Any ideas on what might be happening?

test your battery ( even if it is a new one ).---And check adjustment of neutral switch.----I would not hesitate to pull the starter apart for inspection.-----Something is wrong and you have to do the trouble shooting.
 
Win or whine? Don't get the idea. Perhaps a bad ground or connection that is carrying high amperage. Check all connections involving large wire. Remove and clean. Be certain battery connections are clean with NO clamp on battery terminals. Marine standard is post bolted.

i have tested my battery and it is good. I'm not sure if the neutral switch would be the problem as it starts great when i use the pull rope, but i will check it out.

yes all connections are good and clean. I have replaced all the wiring from the battery to the starter as well.
