1996 Mercury 115 hard shift/throttle

I have a new to me 1996 Mercury 115 that has the quick silver shift/throttle that moves foreward/backwards very hard, its almost a 2 hand operation. If I disconect the throttle cable I can move control foreward and back with no effort at all. Everything moves at engine allthough it seems harder than it should... is there some kind of adjustment to free this up? I don't want to break something trying to force controls... thanks, Bill

Is the motor running?----Or is someone turning the prop when operating the control box?

No, is that my problem??? I'm waiting for a part for lower unit.

OK, I installed the lower unit and hooked the muffs up with water, motor started right up. Still hard to shift into foreward & reverse, and it seems to grind for just a moment shifting into gear foreward or reverse.
