1999 J150 timing and adjustments

I just installed a used powerhead on my boat (1999 J150PLEES with the OIS 2000). I got everything ready except the final adjustments. My manual says that a special tool is need to adjust the timing statically. Is this actually true or is there a way to adjust idle and WOT timing without have to track down, pay and wait for something ill use just this once (fingers crossed). Any other tips or tricks about making adjustments( like throttle, fuel/air mixture, rpm, etc.) are welcome!

Got to use the tool...check shops around close to ya to see if they can do it.
