1999 Johnson 2-stroke : suddenly no power to some items

Hi all. I am a novice boat owner who is baffled. Here is the situation:

motor model : J40PLSSM

Tried starting after the winter, the motor turned over just didn't get started. All items were receiving power, so batteries still OK although probably due for new ones? So, I continued with spring maintenance items including:

1. Charged batteries
2. Replaced spark plugs (old ones had fresh oil/gas on them. Not sure if this is a bad sign?)
3. Changed oil reserve
4. Changed lower gear oil
5. Replaced gas filter
6. Lubed movable parts, this included parts in motor tied to throttle position. To do this I was forward and reverse throttling when engine was off. I also put a little grease on the key ignition plunger, the plastic was dry.

After all was done, trim switch and key ignition does not work. No noise, clicking, nothing. I tested and confirmed power is at all three wires feeding trim switch, and main power into key ignition. I also replaced the 20 fuse in engine and tested.

Any ideas?
