1999 Mercruiser 350 Engine Tick - Rebuild or Replace?

I have a 1999 Tige V-drive boat and last outing, after coming off of a plane, the motor developed a loud lifter tick. At minimum, the lifters will need to be replaced and I am guessing the cam should be replaced as well, which would require having to pull the motor out. Since the motor will most likely come out of the boat and due to the hours and years on it. I am debating rebuilding the motor

My question is, is rebuilding the motor overkill and should I just replace the lifters and not touch the cam shaft? If a rebuild should be performed, is it generally better to buy a rebuilt versus doing the rebuild yourself? If I do the rebuild myself, is it worthwhile to have the cylinders bored out and make it a 383?

Other minor issues that have not caused major issues yet but indicate a rebuild may be needed:
-Excessive blowby one or cylinders. When the oil cap is off, there appears to be an excessive amount of smoke/exhaust exiting out of the filler. I have not performed a compression test yet.
-Oil loss under heavy load. When surfing or pulling tubers, there is always oil on top of the engine, I have cleaned the engine and have been unable to locate the source, but it never loses a drop of oil when just cruising. I am thinking the issue may be related to high crank case pressure due to the aforementioned blowby combined with the angle of the motor when doing water sports.
-When getting up to plane speed, there is a spot on the throttle where the rpms follow the throttle as they should, then the rpms will drop off, when continuing to increase the throttle, the rpms will then start to go back up with the throttle. When backing off the throttle, the rpms follow the throttle, where around the same spot they drop when increasing, they will do the inverse and will jump up high and then will follow the throttle again. To clarify, there is no issue at low speed/rpm when doing water sports, it is only at the higher rpms when at plane speeds.
 
In my opinion, if you do a compression check and it fails, Most likely one or two cylinders have failed, Most likely ring lands have broken and possibly more damage. Lifters and cam are a secondary result of piston/ring failure.

Rebuild by a reputable shop will be at least $4500+
If you do your research you can get a brand new block with head, oil pan, valve covers, timing set already assembled for about $5500.
This requires all other parts from old engine to be swapped.

Just did one this spring although it was a carbed engine. Original engine had similar issues to yours, Took apart and had 3 cylinders with broken ring lands and two pistons with skirt damage/breakage. Sticking valves and tight piston/rod pins on 2 cylinders.
Rebuild quote was $4300.00 + (NON ROLLER CAM).
Got a brand new Votec 880 roller cam block with correct heads for year of boat for $5200.00. Did the transfer of all old parts to new block and off it went!

My source was this pace for the NEW block (Note: I live close so I picked up engine) you may have to have shipped.) They also have rebulit blocks.
