2 stroke bogs when accelerating, checked helps get past bog, help

I have a 1978 70hp evinrude and when giving it gas, it bogs and will stall if I don't back off on the throttle. Hitting the choke gets it past this and runs fine but when I decelerate and give it gas, it bogs again. I cleaned the carbs ,removed jets, got a new fuel pump and set the floats ti the manuals instructions (1/16" above gasket). Anyone have any ideas, thank's. Compression is 128-130 on all cylinders.

Compression is low.-----What number is on those high speed jets ?----You might want to remove cylinder head.---A head gasket is cheap in the big picture.

I don't know the number on the high speed jets but it ran strong today and i thought 130 is ok, can't find anything in the manual about compression #'s though.

Would a inline fuel filter cause these symptoms, I'm tying it Monday without it to see.
