2004 yamaha f115 trim seal leak

So my trim seals were leaking this spring. Ordered new caps and seals. Im winterizing the boat today. Where the trim rods push into the seals. There is fluid coming up around both rods. How can new seals be leaking there already. Any help appreciated.

The trim rams themselves are either pitted/worn and can't be sealed properly, or the caps/seals are aftermarket and not fitting correctly, usually 1 of these 2 options. Also the 2nd seal underneath in the grooved channel in the cap, that is the one responsible for keeping the oil in, assuming that was changed as well.
