2005 5 Hp - idle on without thermostat?

Working on this nice little outboard, unknown maintenance, used only in salt water about 5-10 hours a year on a dinghy.
Looks very good but lower gear oil looked questionable, motor oil looks very clean/clear, spark plug looks ok, telltale puts out a lot of water. External fuel tank looks good, anode needs replacing, replaced fuel filter.

Thermostat was toast, lumps of salt crystal in there, ordered a new one.

While waiting for thermostat, gasket, spark plug, and anode, I’m running it in a barrel without the thermostat. I added Sea Foam to the gas.

The throttle won’t advance beyond a fastish idle unless in gear, due to a metal stop, is that normal?
 
Btw, my ir gun on the thermostat cover has a temperature of 115 with no thermostat.

This is what I vacuumed out of the thermostat housing. The thermostat was every bit as ugly.

I think running it in vinegar solution might be a good move on that one even though it sounds like the contamination hasn't affected the cooling all that much.

I haven't seen one of those in years so I don't remember the throttle stop thing. But I do remember I did NOT like them for our rental business because the pull starts broke so often. Not rugged enough to stand up to tackle box tool "adjustments", drunks and general pet GORILLA handling.

They ran ok though so, for private use, probably a good little outboard for sailing and 10 and 12ft. Aluminum hulls.
