2005 Mercury 40ELPTO won't run full throttle under a load.

When I have my motor in the water it will not throttle up enough to get the boat up on plane. I've cleaned the fuel pump and cleaned the carbs once. But it still does the same thing.

I'm going to do a compression test when I get home tonight. My fuel line started coming apart and clogged the fuel pump and filter up. That is when the problem started.

I'll bet you have a plugged up carb or two.
