2006 Mercury 4 Stroke 9.9 hp oil pump

I bought this motor to attempt to fix it up it’s a 2006 Mercury 9.9 with what appears to be a locked up oil pump. What can I do to test to see if this is indeed the problem or are there any other tests that can be done to see if additional damage?
