2006 Mercury 40HP shutting down and loosing power

I bought a pontoon with a 2006 40HP 4 stroke that had not been ran in a few years. It runs fine for about 15 minutes then it acts like it runs out of gas? It will restart but runs on and off from that point on. I have replaced both the fuel pumps (Low and high pressure) with pressure regulator, replaced both fuel filters, replaced the fuel line and pump bulb, new gas tank with fresh fuel, flushed all the fuel lines. When it first starts it runs great, hits 6000 RPM's plenty of power for about 15 minutes then it falls on it's face from that point on? Any suggestions?
 
Is the primer bulb collapsed when it dies? I am assuming not since you have a new tank and fuel line. I am dealing with a somewhat similar problem on my 75 hp but it only runs about 20 seconds at WOT before dying.

The primer bulb is not collapsing and I made sure the vent was open on the gas tank. I do not believe it is vapor locking? It does act like a fuel problem but just can not figure out what it is?
