25hp bore specs

Standard bore has been 3.000" for many years.-----So an o/s of 0.020 " would be a 3.020" bore.-----A piston marked 0.020" ---O/S would be smaller to fit the 3.020" bore with the correct clearance !!
 
Is it that simple or do I need specs that give a tolerance range ? The machine shop I took the block to get bored out says he needs the exact number he needs to bore to. I was planning on getting 30 over pistons.
 
Trust me , the manufacturing today is different than 60 years ago.-----That engine is to be bored and finish honed to 3.030" ---I do the boring and honing myself I know how this works !!
