60hp 4 stroke buzzing at trolling speed

I was trolling with my outboard and after awhile it started buzzing steady. I shut it off and restarted it and it was gone. 5 mins later it did it again. Water seemed to be coming out steady from the P hole. Any thoughts? Thanks
