Starter was getting stuck while engaging. The part circled doesn't move up or down but it does spin.

Should this part be free moving? The gear moves up and down on grooves but part circled does not move.

Yes it should. The whole unit spins and spirals up to engage flywheel. Of course it needs adequate clearance and lube.

Should it move by hand? Is this a fixable part? I would assume years of neglect contributed to this?

Whats the trick to get it unseized? The new wear marks on the bendix gear are telling me the flywheel isnt being engaged enough. This piece could be the culprit

What can be done to fix the gear and make it ride up ? I took about and rebuilt starter.

Confused if they break or need to be serviced/can be repaired? Would the bendix move by bench testing it with a car?

The circled part is not supposed to move up and down. There is nothing wrong with your Bendix. It is throne up by inertia upon sudden rotation of the starter. If it doesn't throw up, the starter is not starting suddenly enough

if the starter is not starting suddenly do I have a power issue? Does involving the starter relay get it the power it needs?

Yes a power issue. Begin at the battery. Then cables and connections. Remove and clean them. Don't assume, Do it

Thank you! I put new battery terminals and put battery in the boat. By jumping the solenoid the boat ran for a few seconds! The starter motor works! Thank you so much

Sorry Mr. Hartman, Gator is right as you found out. I am working on newer stuff these days, but in my own defense.....If I had it in front of me I would have corrected myself immediately. There ya go....good job. That starter needs a good launch to engage that gear. Keep it clean and lubed too.
