Sorry, I can't get into those pulse packs to see what's going on, so whatever I say about it is heresay. But I do know that some models might start as soon as you turn the key on, without ever running the starter. An ignition safety circuit was added to them to delay ignition till it was actually cranking, as detected by alternator output. Heresay for whatever it is worth says that the delay was later built into the pulse pack so the external safety circuit was no longer needed
