74' Johnson 85hp overheating

Motor was sitting unused for years before I bought it last month, woke it up from the dead. Great compression, spark etc. changed the water pump and about 10 other key things. Pulled the thermostat (vernathiam) after I noticed an overheat situation (via a pyrometer) and it looks horrible. Could a faulty thermo cause an overheat problem? Also how do I go about testing the warning light to make sure it works properly?

A thermostat not opening will cause overheating.light can be tested by grounding wire from sensor to engine ground.
