90’ 15hp NOT PEEING

Also, this could be contributing to this, there is a hole in the side of the motor that when I tilt it up water pours out. Is this a problem?

You have a problem if water DOES NOT drain from that hole.-----Possibly the pee hose / fitting is plugged.---That blockage could mean that motor still cools properly !-----Water from the pee hole DOES NOT circulate through the block.-----Your water pump could be defective.----Or your motor is not deep enough in your test bucket.----So post more details about your motor and your test method.
 
Pee hole/elbow at top partially plugged? I would replace thermostat....very simple job on this motor. If you don't want to spend the money for a new thermostat you can test your old one in water it should open at around 143°. Is there any history of a water pump impeller replacement? That hole in your picture drains out the sump area there when you pull the motor out of the water so it won't maintain water and freeze. This has to be kept open, especially when running in freezing temperatures.
