Well, I have the genuine Honda shop manual for that outboard and it PIZZEZ me off that I can't tell you for sure.
There should be a law that every manufacturer include one, LOUSY SENTENCE in the SI saying:
This is (or is not) an interference engine.
They charge us good money for information and then hold back certain things.
Why? So we'll beg for it? Sucks!
If the cam is already free and the valve clearance is correct, with both valves closed, just pull a spark plug, insert an 8 inch or so wooden dowel and rotate the crank to find piston TDC. Then gently rotate the cam to see if there's any contact. The dowel will move downward if there is.
That's not a perfect way to find out but it is a way.
