Accelerator on 1990 SS177 Cobia w/ 70 hp Johnson outboard

I have a problem with being able to accelerate when I am in forward or reverse. Works fine in neutral. I disconnected he accelerator cable at the motor end, and the motor accelerates fine in Forward, Neutral, and Reverse. I took the control box apart and didn't see any worn parts inside, so I greased the whole inside with Johnson Triple Guard Grease. No help. I don't suspect the cables because it moves freely in neutral. I wish the control box was made out of clear plastic because then I could see what was going on. Am I doing something wrong, or has anyone else had this problem? I would appreciate any help you could give me. I haven't removed the control box cables or wiring because I am afraid I may not get it back together correctly, but if I can't figure out the problem, that is the next step. The boat has been sitting in the Arizona weather for about 4 years, and never started until a couple weeks ago.
 
I took it apart and did not see anything worn. I didn't notice any bushings. The model is j70tles and it is a 1989 or 1990 motor. The motor looks okay.
 
Remove throttle and shifter cables at the motor end.------------Now operate the control to full forward.---------Shifter cable should move first and then the throttle cable should move.------------------Now compare the distance the throttle cable moved with how far it needs to move to get full throttle on the motor.------No point testing for full throttle operation of the motor in the driveay as it will sound really good running on 2 cylinders.-------------Trouble shoot the motor, by doing a compression test and seeing if you have strong spark on all 3 cylinders.
 
Shouldn't it shift without starting the engine? That is how I have been testing it. The cable physically doesn't move unless it is in Neutral.
 
Post a picture of your control box !!--------------The motor does not need to run in order to operate the control box.------Someone should slowly turn the prop when testing it , or cables should be removed at the motor end.-----------The small lever is " throttle only " and is only used for starting the motor.------------When you move the big lever the shift cable moves first , as you move the lever forward more the throttle cable moves more untill you reach full travel.-----Check this out carefully !
