any ideas how to clear a water blockage inside a 25hp EFI o/b motor?

i have a 25hp motor that i can not get the water to flow out of the tell tail. i removed the line to the fuel cooler and the line from the cooler to the block, i tried blowing air into the block but it is solid clogged. i have the lower section off and put a hose up the water intake tube and it took some time but it finally started flowing back down the tunnel towards the prop area. im sure it will destroy the impeller with the backpressure.
with the water not flowing through the block to the fuel cooler, i am certain the fuel not being cooled is causing issues with running condition.

ok, so i wanted to follow up, i went back to the boat with a pressurized water fire extinguisher and went back from the line going into the engine which goes to the fuel cooler. i hit it with the pressurized water a few times and it cleared the system out nicely.
