Can't get this idle adjusted!!

So previous owner just replaced the throttle cable and I'm trying to get it dialed in. When you pull the control stick back to close it never closes all the way. I can move it back closed manually I just need to get this cable adjusted to do it.
I have some pics of my throttle cam and cam follower position to show what it does.

Also if I lift up the fast idle lever to start engine and try to close lever, it doesn't close all the way and still idles way to high!

Adjust the black plastic bit ( trunnion ) on the CABLE.
