Can't shut her down!!!

Trying to get the boat ready for hopefully my first outing tomorrow. It's been about a month since I cranked the engine in the driveway on muffs.
Quick re-cap, I just bought the boat recently and I'm finally all legal with registration.
Just topped off the gas tank and fired her up.... All good, until I turned the key to off!!!! She didn't die just kept on running. I was able to pull the key out, put it back in click it forward and back again and didn't kill the engine. I haven't had this problem before. The whole key mechanism is loose as you can spin it as you turn the key. Has anyone had this issue before? I assume I'll be needing to check these wires for corrosion or loose connections.... it's a 1990 70 hp Evinrude and this isn't the original throttle control
