Carb issues with idle 89 15 hp mariner

Hey all, just bought a 89 15 hp mariner and was starting great and idling ok in tank. But when I brought on the water It wouldn't rev up until I gave it full choke. So I pulled the carb off removed main jet and soaked everything overnight. When I put back together it wouldn't start. So I advanced the throttle lever with my hand and it started but with lots of blue smoke. I removed it again resoaked it and same thing until I noticed that it runs with idle screw turned all the way in. My garage can after 3 to 5 min running was full of black residue. I never adjusted the float the first 2 times cause it was starting fine. Any thoughts would be great. SO 120 psi each cylinder spark jumps over an inch. The plugs are new and are ngk, exactly what the owner's manual called for bp8hs-15. So obviously I screwed up somewhere. Just want to know why the slow needle isn't doing anything and where is that gas coming from? Thanks for listning need some help cause i'm about to chuck this thing out of the shed.

Fuel pump diaphragm ruptured? Did you blow compressed air thru the fuel passages?

Didn't seem ruptured. And yes blew it out with compressed air. But will investigate pump.

Turns out it was the primer the little ball inside spring moved on me and wasn't sealing. Also is it normal for engine to pop out of exhaust in gear at start position. Does this after it's warm also in neutral at fast rev.

I noticed that it runs with idle screw turned all the way in.

Has the mixture screw been properly adjusted?
