Is this supposed to be like this? I know the green oxidation isnt, Im talking about the little tube and the jet or whatever it is called sticking up out of it. They look bent to me.

Those small brass tubes are fuel line feeds to the slow speed passageway. They are off center for a reason. DO NOT attempt to straighten them out or you will find yourself purchasing two expensive carburetors.
 
What should I soak the carbs in to try and clean up the oxidation? Ive used straight acetone before on 4 wheeler carbs but was unsure about marine carbs.
 
Most auto part stores have a 1 gallon container of carburetor cleaner complete with a small basket... about $20, $25.

Be sure to remove any nylon/rubber components from the carbs.
