dual ox66 wont tun off

First post here. OK I boat this boat last year and one of the 2 motors would run for 30 sec before turning off so I tryed pulling rip cord while this happened and it shut down immediately. So over the weekend I replaced dual key switches with new and now both motors keep running unless I pull rip cord. I had to jump start motors because batteries were shoot now I replaced batteries and still the same unless I turn keys to off and wiggle the key then they will shut down. Are these key switchs eletronic or all mechanical becaus when testing old switch they did same thing. Also how do you know what beeps are when you first turn key on? Thanks
