Engine dies when shifted into gear

1979 55hp Johnson. Manual says I have type IV carbs. w/fixed low, Intermediate, and high idle orifices. what they dont*tell**is how to ajust or even if i can. thinking something is wrong with low idle. sometimes can keep running with warm up lever and get going. once moving and above idle engine runs great.*
Have worked on cars all my life but this is my first attempt at outboards. I know im close just need a little help to finish.*

Most folks are quick to blame the carburetors !!!---------The engine dies because it is not making the proper power to keep running when put into gear. ----So start with a compression test on it and report the results for further help on this.

compression on top cylinder was 135psi. bottom was 120psi.
