Fouled plugs due to incorrect oil mixture

My husband has been working on a 25xd mercury outboard motor around a 1988 model for a couple of weeks. He got it running perfect and went to take it out to try it out his friend mixed up the next gas container and put too much 2 stroke oil in gas. It ran good at first we guess because of the correct oil mixture my husband had done was in the lines but when it started with the other gas mixture the motor started spitting, smoking and backfiring and then cut off and he hasnt been able to get it to crank again. He put new spark plugs in, changed out the gas mixture and cleaned carburetor what else could be wrong? It doesnt make any sense due to the motor running like a champ before all this. Help Please!!!
