Fuel filter empties when running

Not sure what is causing this. When I start my outboard, I can see my fuel filter empty out. The outboard does not stop running. I have replaced my connector that meets at the motor. I put some Seafoam to clean the carbs out. I have a 15HP 4 stroke motor. Any ideas as to why this is happening and if this is normal. Did also notice when I stop the motor fuel flows back into the filter to about half way.
 
if you are talking about the little clear inline filter you are probably ok...it should not completely empty but the only time it will be full is when you pump the primer bulb...if you are running ok i would not worry about it...that filter should be between your primer bulb and the engine..if you check your primer bulb will not be hard when the motor is running...this is normal..
 
I agree with papyson. The filter doesn't need to "look full" of fuel while the engine is running.

But refer to the link below see if you have ITEM #2, FUEL CHAMBER on your 15. If you do you have one of these black, rubber looking devices that is attached to the engine oil dipstick tube, you need to periodically take it off and empty the liquid that is trapped inside. If you don't, water will build up in there and cause you all sorts of problems.

Thanks guys, I think I got it fixed now, the filter now does not empty out totally. When priming it one other time, alot of black stuff came out so I changed the fuel lines in the motor again and used better fuel line clamps.

jgmp, lucky I do not have that fuel chamber in my motor, it is a few years older then a 2004.
 
Good to hear you got it sorted out Alex1973.

Those chambers can be a good thing but ONLY if emptied out on a regular basis. An additional maintenance procedure that you don't need to do!
