High charge voltage

My tach would work intermediately, and my voltage was 15.05 running on the hose at idle, 1500rpm. I changed the voltage regulator/rectifier (new, evinrude #585195) and running on the hose again, 1500rpm, my tach works but my voltage is 15.41v. I installed a brand new battery and get the same reading as on the old battery. This is on a '91 evinrude 115hp cross flow, te115tleie.

Could it be the new rectifier? If so how can I check it?
 
Is that 15.41 volts on a dash gauge or have you verified that at the battery with a multi-meter? If that's true voltage getting to the battery I would first check all your grounds to and from the rectifier to be certain you don't have high resistance somewhere. Use your probe and check the voltage at the red wire output of the rectifier. If it's still 15.41v at that location you might have gotten a bad rectifier.

I did use a multi-meter connected to the battery and it reads 15.41, like the gauge on the dash. I wasn't sure if it could be the stator, on the two yellow charge wires from the stator, the yellow wire a/c is 23.5v, the yel/gr a/c is 24v-25v, both at 1500rpm.
