High Idle Issues

Hello, I have a 1996 Evinrude 60 hp E60TLEDR
I’m having high idle issues running 3500 rpm
Engine ran great for few hours on the water, put it in neutral when stopped and now it idles around 3500 rpm, shut engine off and start it, idle jumps back up to 3500 anybody have any ideals?

Sounds like linkage fell off and timer base did not rotate.

All linkages are connected, not sure what you mean by timer base?
