Honda 250 starter getting wet

I have a 2020 250 with 600 hours. And I had a starter go out. When I removed it you could see the bendix end was all rusted up. I replaced the starter and with in 2 months I had the starter fail. It looks like there is some type of water I train the flywheel area and getting on the bendix section. There’s no overheating issues. Anyone had a similar issue?
 
Check the tube for telltale hasn’t slipped off the fitting on the cowling. It potentially can fill up the lower cowling with water immersing the flywheel. There was a TSB from Honda that added a zip tie to the fitting to keep it secured.
 
I addressed that earlier on. As well as the cooling hoses on both side. There’s no visible water in the cowling area when running. This has to be coming from the flywheel area. I just can’t figure where.
 
I just put a starter on a friend’s 2001 90, there is an o ring at the base of the starter, I assume to keep humidity out? The o ring was there on the old starter but there was still surface rust on the starter nose below the o ring.

Do you have an o ring in the same area? How bad was the rust on the original starter? If only surface rust, maybe that’s normal? And maybe your replacement starter was poor quality?
