honda 9.9 A upgrade to 15hp

i hear that i need carb for 15 hp and camshaft from 15hp so i can upgrade mine wich is 9.9 .....but when i watch that two camshaft they look exsacly the same , even the size,angles...doeas anyone knows ?

numbers are not the same for carb and camshaft, but when i looked two cams in my hand , from 15 and 9.9 ,they look same , size , angles....thats why i am confused
