Intermittent power tilt and trim problem

When operating either in the up or down direction, from either the helm or on board trim/tilt control switch, both the trim and tilt run normal for a few seconds then there is a change in the sound of the tilt/trim pump motor and the speed the outboard moves up or down slows down. When this happens the tilt/trim motor actually sounds like the motor is getting into a bind. If I cycle the switches a few times the problem stops. If I wait a few minutes it comes back. I lubricated the mechanical pivot shaft and thought that corrected the problem. Went to put boat in water yesterday and problem is still there. I have 2 independent batteries and the problem occurs with either battery and when both are connectebd in parallel for emergency operation. Also there are no obvious fluid leaks or rusted/damaged components. Has anyone experienced and corrected this problem?
 
Air in system Raise motor lower with manual release valve be careful don't let motor slam down. Open fluid reservoir and bleed Repeat till air is bleed out.
