Mercury 20 HP , Idles too high, timing or carb adjust

I have a 1980 Mercury 20 HP, tiller handle Model 200. It idles too high to put in gear. Could the timing be to Advanced , I see no way to adjust idle speed on carb. I'm not sure of the correct timing for this model. Cranks right up.

The trigger coil (moves with the throttle) needs to be readjusted for more spark retard. I forget how it's done on those, but there's an adjustment somewhere.
