Mercury 40HP 4 stroke carb 3 cylinder

I had issues with overheating, but I have that worked out now, It always ran rough on idle, so I removed carbs fully clean and reset the float heights, one thing I tried was leaving out the rubber plugs on the base of the pilot jet openings. Interesting to find that the engine started much more easily and idled perfectly.
did a trip to our local lake, the engine started well after warming up, then put in gear, and with the increasing throttle all went well until the throttle was increased from 3000RPM then the engine died. started up the right way and idled well but I could only get the engine to run at 3000rpm, So removing the plugs does it start to overfuel? I need some advice on this if someone can help. Thanks in advance.

Year / serial number is ?----Part # of this rubber plug ?
Serial # OG836153 thinking it is a 98-200 not sure of the part #of the plugs as there has been a new carb kit installed by the previous owner
The part number taken off the Mercury parts site is 854248
