Mercury force motor trim issue

When I get I to shallow water and trim the motor up, it's fine until you give it throttle. Then it drops to level. I went back to deep water and repeatedly tried it. I'd trim it up some as soon as give it throttle it drops level... Any answers?

Poppet valves inside hydraulic pump might be weak.
