motor getting hot compression getting weaker

1986 evinrude 15 hp new impeller and thermostat but it still continues to get hot its still shooting water out of the tale.

If that engine originally got very hot, there's a good possibility that the head bolts are slightly loose which would allow the combustion in the cylinders to travel into the water passage area which in turn would result in a water/combustion stalemate.... water coming up, combustion traveling down, water flow interfered with!

Water traveling up is first delivered to the exhaust baffle area where the water telltale hose is attached. This would account for the water still shooting out the telltale fitting.

This may not be your problem but it has happened in the past.
